The Bureau of the Congress has validated the agreement of PP and PSOE to
establish a limited control of the travel of the deputies. The parliamentarians
will have to specify if your trips are between Madrid and its constituency,
officers, or as part of his political activity. So limited is the agreement as
that transparency will to publish only the overall figure of spending every
three months, without specifying by members, or by groups.
The agreement ensures that "the displacement to another constituency to perform
different activities of a political nature, sectoral or institutional
representation because of their membership in a group must have the oversight or
endorsement of the direction of this group". In other words, it is the own group
that is controlled.
This endorsement is transmitted "in the direction of Human Resources and
internal government, either prior or subsequent date immediately and, in any
case, within the following 15 to him who made the displacement. After this
period, have not been such communication, the member shall be required to
reimburse the camera the amount".
Up to now not only had no control, but that the deputies and senators could
travel free without specifying the reason. That has led to a controversy by 32
flights that the current president of Extremadura, José Antonio Mónago, did as
senator in the Canary Islands. Also a member of the PP by Teruel, Carlos Muñoz,
resigned to make these same travel.
"The Congress shall be published on a quarterly basis in your web page the total
expenditure of the displacement of the members," says the agreement. If any
group wants to publish detailed his own can do so, but it is his will. At this
point is that there has been more discussion and reticencis. Today, La Posada
has once again rejected that should make the "travel reserved" of
parliamentarians.
Each group can expand on this information. In fact, UPyD Plural left and was
intended to publish the agendas of the deputies, including the meetings held by
virtue of his position. And ICV UPyD already did so in their respective
websites.
The spokesman of the PSOE, Antonio Hernando, has announced that the socialist
MEPS will publish their agendas with "almost" all their activities. It has
ensured that will include meetings for development of standards, but not
meetings to consider reserved.
